Thomas W. Deiters Engineering offers professional aerospace structural engineering support services. Thomas W. Deiters Engineering was responsible for the approval of the structural development, design, and substantiation of the Aeromedical Biological Containment System (ABCS) for the Centers for Disease Control and Prevention (CDC), deployed in endeavors to contain the Ebola virus.

We utilize a range of knowledge to deliver our services, including: 1) commercial expertise through our Federal Aviation Administration (FAA) Designated Engineering Representative (DER) as a Structures DER credentials and compliance with 14 CFR regulations. For the latest information, please follow the provided link ; 2) defense military experience drawn from our extensive work with manufacturers; 3) Professional Engineer State Licenses; and 4) flying skills being a rated Pilot along with Competition Aerobatics skills.

A notable military project from 44 years ago involved the development, writing, and documentation used in the presentation of the Durability and Damage Tolerance Assessment Methodology and Basic Data for the United States Air Force (USAF). Today, this work is considered foundational to the evaluation as Fracture Analysis or Damage Tolerance.

Notably, we executed Phoenix Air Group's Aeromedical Biological Containment System (ABCS) Supplemental Type Certificate (STC). Design started for this containment system in 2008 under the behest of the Centers for Disease Control and Prevention (CDC), consulting on its structural development, design, and substantiation. The ABCS was initially deployed in endeavors to contain the Ebola virus during the 2014-2015 Ebola breakout. Aircraft used in the ABCS configuration have become known as High Consequence Infectious Diseases (HCID) Transport Aircraft. This was the logical choice as the Personal Protection Equipment Isolation Unit during the COVID-19 Outbreak of late 2019 through May 2023. As of today, it may be the only protection available.

Delegation of Alternative Methods of Compliance (AMOC) repair authority for AD 2006-25-02 paragraph (a) and (c) was granted to DER Thomas W. Deiters by FAA Atlanta ACO Branch letter, FAA Correspondence 7A0-17-l80L, dated November 02, 2017.  The delegation of this authority to a Consultant DER is an exception and required a special deviation to the orders.
